Rather than the customs union, his focus is on forging a "more integrated partnership" with the internal market, which would not mean tearing up those new trade deals with other nations.

When the UK formally left the EU in January 2021, the agreement at the time emphasised liberation from EU standards rather than barrier-free exports for UK businesses in EU nations.

The present new approach envisages synchronising with EU rules in specific fields to promote the free flow of trade: agri-food goods, power, and carbon trading.

Commercial Calls

A prominent industry organisation last month released a comprehensive series of additional asks in various industries to aid exporters navigate new bureaucratic hurdles that has hit the trade of goods.

Its internal research found that a large proportion of companies surveyed felt that the current arrangement was not helping business expansion.

A number of other areas could, feasibly, see a similar approach – harmonisation with internal market standards – in return for lowering trade obstacles across manufacturing, in vehicles, pharmaceuticals, or for example in VAT procedures.

European Reaction

EU governments were underwhelmed by the lack of ambition in last year's reset, notably the UK dismissal of suggestions put forward by some experts regarding the effective return of British goods to the single market.

The specific detail on power sharing and food and farm standards is still to be settled. A plan for UK manufacturers to be participate in a major defence loan fund has stalled over the cost of the membership fee, after opposition from France. a non-EU country has joined the initiative.

Wider Landscape

The UK has concluded arrangements to return to a university exchange programme and to discuss a young workers initiative. This has helped clear the way for further UK-EU talks.

Analysts close to government say that the issuing of a key US strategy document has also changed the environment on UK relations with Europe.

The document stated that the US would "foster opposition" to Europe's current trajectory and applauded the "increasing clout" of patriotic European parties.

In government circles, there is some recognition that the international situation has shifted once more.

Domestic Considerations

On the national stage, the administration also expects being challenged on EU relations by one opposition party, but potentially another, which is focusing on its stronghold regions in May's elections.

The Premier's recent words are borne of a intersection of business needs, domestic pressures and geopolitics as the UK starts a year that will mark the decade milestone of the landmark EU vote.
